A story from Bloomberg suggests that the timetable to introduce new rules for non-cleared OTC products may stretch as far as 2019.
Even so the magnetic effect of mandatory clearing and the economic matrix of regulatory capital, CVA, initial margin may make clearing sufficiently attractive to stifle bilateral business anyway.
