The ESMA rule making schedule for 2012 was published in a PDF here, I converted the relevant EMIR section to XL which you can download here. For all the intended EMIR rules ESMA propose to hold a consultation period, plus perform a cost benefit analysis. That gives them 142 days to draft, publish, consult and re-draft all the rules to implement EMIR.
