Razor now wholly owned by TMX / Toronto Exchange

The bid by TMX for Razor was announced last November, but is now unconditional and complete – the final shares will be bought by the end of the month.
What’s interesting is that an Exchange group took the route of acquiring a whole risk management firm, rather than grow in-house talent – I guess a quicker way to move into OTC clearing?
Does this mean TMX sees demand for an advanced group of risk managers? Does it mean Canada is on-track to build an OTC CCP? What does it mean for ASX who use Razor for risk management expertise? And I think LCH too perhaps.
